Behind the still:

According to digital photography teacher Alex Pinguli:

"In this assignment called 'Moving at the Speed of Light,' students learned how to use the shutter speed on their cameras and photographed various light sources at night. By lowering the shutter speed to several seconds long, the camera captures the path of light as it moves across the screen and gives the impression of speed."
